I believe this rule was introduced by the MLS for the first time and Messi didnt like it at all when it was applied against Inter Miami once. Another thing I first noticed in the MLS is the ref explaining for the audience his decision after VAR review.

MLS has it faults but they absolutely do try a ton of weird and innovative shit to keep the game moving and fair. Pandering to American attention spans pays off occasionally.

MLS has apparently also sought permission to experiment with a stopping clock to stop time wasting. I would say it is cynically for ad breaks but FIFA has them beat already with the mandatory hydration breaks for this tournament (even when it is cool/indoors).
